I cannot edit the post anymore, but here's the deal:

MANY so called wannabe "SEOs" and link builders claim to get you PR7 and PR8 links, while in reality their links are all PR0. They do not even know the difference between DOMAIN PR and INNER PAGE PR!! They claim to get you a PR7 because the domain has PR7 - and what you get is a link on an under-page with PR0 which is worthless TRASH!!

Another sort of "link builders" might offer blog commenting on blogs which have 100s of OBL (outbound links) already because the blogs are already crazily spammed!! Fact is that the number of outbound links directly influences rankings and link strength of a backlink! Hardly "quality" links at all!
