Higher bids for exact match?

I have been looking online all morning about different strategies regarding Adwords match type bidding.

I have always read that you want your bid in Exact Match to be highest.. is this true and why?

This is why you need crap load of neg keywords if you are going to do broad or even phrase match. With exact match, you know exactly what you are getting, so if you know it is converting, you can afford to pay higher bid.
