How many visitors does your site need to have per day before its called a good traffic? If I apply for CPA network, do I have to provide them traffic stats to my site?

the amount of traffic doesn't really matters as much as the conversion rate of that traffic. Some traffic converts really well, other traffic doesn't convert at all. I don't think you have to provide cpa networks with your traffic stats, I've personally never been asked.

the amount of traffic is not whats important its the quality of traffic. So thats why you must make sure that you drive highly targeted website traffic to your site.

Thats a very subjective question you're asking. there no such thing as a cutoff for 'good' traffic. For example you can buy 1000's of poor quality hits, very cheap, that won't convert... or you can try and rank organically for buying keywords.
Just to give you an idea, I'm a member of a few CPA networks and most my sites generate between 70 - 150 unique hits per day by being ranked organically.
Like the guys above said, its the conversions that matter.
