They rejected me cause my site was under construction. Well I finished it go to resubmit it again, login again like they said in the email and it says
An AdSense account does not exist for this login, as it is associated with an unapproved application
What to do?
There's no resubmit button or anything.

You will have to resubmit with the link that is given by adsense team in e-mail. If you have not got email, I am sure your application will be in review que. Wait a bit.

You can make a blogspot blog then use that to sign up. Adsense is incorporated into the Blogspot interface and because they're partnered together it's easy to get accepted with a Blogspot blog. And you can make a blogspot blog look complete in about 2 minutes (plus adding a couple of posts).

^^ Great tip! Just make sure you don't try and add the site that got rejected.
Well it was rejected cause it had placeholder content, the site is now finished and I want to resubmit my app.

Only problem is the email they sent when they rejected me tells me
To update and resubmit your application, please visit
https://www.google.com/adsense?hl=en_US and log in using the email address
and password you submitted with your application
So do I do that and there's no option to update or resubmit when I log in. And I cant use Sign Up again because it tells me my email already has an application assigned to it.

I guess this is a relatively rare problem. This thread is now the 4th search result for how to resubmit adsense application. I also think I'm the only non-Indian person in the world with this problem. There's no godamn place to contact Google about this too.

Hah! Ask at DP, the only thing they know about is AdCents...

Edit: Just checked, no - account information is locked. :P

googlefuckingsucks.com is available. I'm contemplating buying it and turning it into a FML type website.

"I did nothing wrong and google disabled my adsense account. GFS"

And then having a bunch of adbrite and other adsense competitor ads everywhere.
