How to run an Incentivizable offer?

I've never done an Incentivizable offer before and this question goes way back to this old thread I started...

I have 18 million things I'm trying to do and the attention span of a 1 year old which is why this fell off my radar. But I'm back to it now that I've actually completed a few things I was doing and really want to try it.

Anyway, I've sent my AM an email but being the weekend I won't hear back for a few days and thought I'd ask here too. I've found a few Incentivizable offers I could use but my question is basically... How do you Incentivize them?

Example:
You go to my site to fill out an offer to get you're freebie. How is that freebie whether it be a download or coupon or whatever provided?
I imagine the merchant wont offer me a redirect after submit to a download page or anything. So would there be some way to pass an (incremental) trcking ID or something through a url?

Basically I'm trying to find out how you prove that the person redeeming their incentive, actually completed the offer.

From what I have seen, the person completing the offers will have to sign up for an account, and then wait until 4-6 months for the "freebies" to be sent out. That way if there was fraudulent crap that was put on the offers or something, it would be caught within that time frame.

I am not completely sure really, I was planning on doing something like this a while ago and looked at the terms and conditions of similar incentives sites for this.
