Might be better just to make a website that does this, then target the FB crowd. When the dough comes in make a FB app / widget etc..

per allowing users to create their own ringtones, I have not found a way to monetize that with affiliate links. I agree with WildGunner, make a website that is able to do this first and once you have decent success use rent-a-coder to freelance the design of a facebook app. best of luck in pulling this off if you have any luck or need some help I am developing guitarheroringtones.com and rockbandringtones.com as well and would be interested in swapping ideas.
