I'm considering removing all the popups/unders and switching to interstitials when I user downloads a file from my site. So in a sense, its like pay for content. What do you think?

Just test the difference, if you have a good stats program you can track your "bounce" rates, downloads, time on page, etc, etc.
I generally get better eCPM rates by far from pop-unders than interstitials, but if that's not true for you then why the hell not try it out!?!
