The best I know is Moniker @ 20% (About $2 for a .com). Maybe you could try Private Label Reselling like what Dotster has or maybe become a Enom / WWD reseller?

they have 10% revenue share model< $10k of comsuption you bring to them
20% revenue share model>$ 10000 of comsuption you bring to them as long as the clients you bring to them buy products there..
they sell .cn names and IDN ,and other products,like .com and so on....

Have you tried CJ.com, I'm sure there are one or two in there. I'm not sure how much they pay though.
