Requirements:

Only MANUAL permanent links. This means that they don't disappear 2 weeks after I paid you.

- Only links with clicks. This means that if it's on a page with a hundred other links and gets one click per month, I don’t need it.

- Please no gazillion directory submission packages or other cookie-cutter offers. I only want one-way links from related websites.

- Of course, links must be on pages indexed and cached in search engines

- All from different IP addresses.

Link building is basically a war of attrition, you're always going to lose some links.

Well you asked for 'link building' but now it becomes clear you are after marketing and traffic. SEO is different it's about 'ranking' a site. You are talking about 'marketing'. Completely different. I would advise you try PPC.

No all links will be indexed, no one can promise this, or the amount that are.

Since you are looking at 'marketing' you may find a site that's a good match for your business, so why wouldn't you want more links on it, because you said you're after click through.
