Localized SEO for dummies?

Hey all,

so I've been doing SEO for quite some time now, and always achieved good results. The thing is, all my clients so far were "Global", meaning they wanted good results nationwide.

Now for the 1st time I have this client who wants high rankings only in the Chicago area... he doesn't care about other cities at all.

What would be the most important steps to achieve this? I was thinking that getting a Chicago based Host would be a good start, any ideas?
