Very few Republican candidates seem smart. Maybe it's an act to attract certain types of voters?
He's going for the exact same strategy Bush did.

Given that I'm not American, I don't know how well it will work in your country, but it seemed to do ok for Bush last time (if not for anyone else). I'm also fucking terrified if he gets in because I doubt he'd think twice about using nukes on Iran.

It can work as well as any other well-packaged flimflam. Most people are ignorant regarding economics, and stupidly optimistic about how the state works.
Whether you're marketing populist rhetoric, Tickle Me Elmo, or Acai, voters' emotionalism and ignorance are your friends. With a dash of Machiavellianism and a nod to Sun Tzu, you can checkmate your opponents like Viswanathan Anand. Perry's Achilles' heel is an inability to think on his feet. Were this pre-TV, he'd have a much better chance.
You don't want someone too intelligent communicating directly to the masses. Because the masses are dumb as fuck themselves. Perry is simply a pawn.
I don't think anyone who comes to the power has actually the Power and he can actually take decisions. The decision takers are always in the behind scene.

They are required by law to do that now. It's silly, but the rationale has to do with how in the past Perry's official campaign could have ran an ad that was solely about the allegations against Herman Cain, but people wouldn't know that Perry had paid for it, unless they looked it up or whatever.
