Seema, a lot of people have several accounts for different purposes. For example I use a basic test account, then a second account for testing the keywords that were best in the first account and a third account for the golden campaigns.
One guy said it before. You can test your campaigns on your crappy account until its optimised to a point where you have no problem transferring it onto your better accounts that have good quality score.
There's a limit at 25 campaigns in each account.
You can easily set up multiple accounts with MCC - using same name, address and CC. Just be sure to link the accounts in MCC using each account's client ID.
