I have a website that is .co.uk in English. To tap into the french market I need to create a french landing page and some intial seo work done for some keywords in google.fr / yahoo.fr etc

You know if I were you I would try looking on the freelancer websites. I have used them before and they are awesome. You could also try classified ads (CL works).
Most French people speak English.
Do that and you will have someone in no time!
