New eBay Partner Network - Non US Tax Declaration

Anyone outside the US joined it yet?

It says you must complete the Tax information section and the only option available (to me, in the UK) is to "Certify no U.S. activities".

U.S. Activities include, but are not limited to, owning a Web server or owning a hosting service in the U.S., or having employees in the U.S. who are involved in either:
  • setting up Publisher's Web server, hosting service, or Web site
  • developing content for Publisher's Web site
  • marketing to create a user base for Publisher's site
  • telephone support for Publisher's site
  • buying products for Publisher's site
  • maintaining Publisher's site
Having hosting in the US is something that is so easy to spot and I know how quick eBay are to boot publishers so I don't want to agree to it, but that seems to be the only option available...

The help isn't much help:

...you can validate the tax form we suggest: a W9 form if you are a US resident or a US company, or a Certification of No US Activities if you are not a US resident and do not have any US employee or properties related to your activities with eBay Partner Network.

Something has got to be fucked up... or are they seriously not allowing publishers from outside the US with hosting in the States to get paid?

Or maybe the key word is "owning"? Technically I rent my server & other shared hosting, I don't own it. Hmmm.... even so, still shitty for anyone who actually owns a server in the US.
