If a keyword says <10, does that mean it's 0 or is there a chance for a couple of searches, thanks.

I have a few that show <10 but actually get cheap clicks. A lot of them are 0 though, I'd suggest to make a new campaign just for <10 keywords, run it for a week or so and see if there are any impressions. Sort em out after a week of testing...
