Start from scratch. OpenX is a piece of shit.

It's not that terrible, the earlier less bloated versions were better. There's no other open source alternatives that are comparable, so OpenX it is.

I'd just like to use it as a framework to build off of, it's not in my budget to build out a new platform.

The database is horrible to work with. It makes an insane amount of SQL requests for every single ad impression, let alone every click. It doesn't scale well. It doesn't handle demographic data properly. It has a habit of catastrophic failures when developing for it. It's work flow is not intuitive. It's bulk "anything" features suck.
