Just discovered this myself. Capital One and Schwab offer CC's with no foreign transaction fees. Putting this on the to-do list today...

get a capital one card but only if you have excellent credit - and don't choose the best card. they will find a reason to deny you. especially if you've built up good credit limits with amex - amex doesn't report those limits to the credit bureaus...so even if you have excellent credit it will be very difficult.

Sorry to inform you that the American government do not like its citizen to open an offshore bank account.

not true. as long as you declare everything you should be ok. the bigger problem is offshore banks taking you as a client in the first place if you're an US citizen. but then again, if you show them that you are going to declare everything - you're ok.
