problem with background image on html landing page

I recently had a landing page created and the background is busy, and I'm wanting to add content to the landing page (below the fold) and due to the background it's making the content hard to read.

How can I keep the background and design above the fold and the bottom part blank so I can add content?

Is the background tiled (in other words, does it repeat)?

not sure if it's tiled or not, but it takes up the entire area, if you add more content to the landing page, the background will just continue to fill up the entire area

I can't tell if it's tiled since the background image are bars, so I cant tell if its the same image repeating
