Recommendation for high quality article writing and distribution?

I'm looking for someone to write some high quality articles for me and have them distributed to quality keyword related blogs.

I have a lot of crap linking to my site and I need to increase the quality with real articles submitted to real blogs.

Can anyone recommend someone doing this?
