I’m looking for an experienced PHP programmer to Joint Venture with.

My ideas + your programming skills = $$$ for both of us.

If you actually believe in your ideas and their ability to succeed you would pay the money upfront for a php programming and make it back and then some in the long run.

I've found people who look for JV's with programmers tend to not believe in their own abilities and their ideas enough to pay for someone to do the work, they would rather minimize the risk of losing money by getting someone to do it for free and if the idea pans out then pay them. Just my .02 and past experience.
 
... not to mention the fact that there will be little or no money available for the initial advertising. Working with no budget is not a good thing even if you plan to go organic for your traffic.
 
If you have the resources (domain, hosting, friends who will help you out [programmers, designers, friends who will let you advertise your site on theirs, etc], sites of your own that you can use to advertise your new shitty service/product on (see shoemoney), etc you can make it work sometimes just as easy as if you did have a budget.

But in your case, Millen you probably shouldn't have much hope, I generally find people who do x + x = $$$ are retarded and fail (see cakes Fake Your Referer Part 2 | NickyCakes.com)
