Setting up 2 tier affiliate program

Just need some advice. I have been asked to setup a 2 tier affiliate program so that I can partner up with some heavy hitting people. Any advice on which company to use? I saw clixgalore but just not sure which one to use as I am new to setting up an affiliate program.

Also do you use Wordpress with a plugin to create the actual page to manage the affiliate program? Any advice would be helpful.
 


Thanks Paper Chase. So for my actual page what I want to do is setup a squeeze page to sell a service and possibly a digital pdf book along with the service. I see that idevaffiliate integrates with a ton of shopping carts. I really don't need a huge shopping cart as I am only offering one service with a downloadable PDF with it. Would this work for this scenario?
