Site Map Software? (Not website sitemaps...)

I'm looking for some neat graphing or modeling software to create a sitemap of a site BEFORE it is built... I'm not talking about your google sitemaps xml or whatever.

Anyone know of any? I know there is some good shit out there for Apple, but I'm a PC user

Visio is one that I've used before for UML stuff. Only problem is, it's MS and extremely expensive.

Visio is great! I've used it. Its really good!
True its expansive, if you have students friends ask them,
Or try with engineers you may know.

Bottom line try before you buy.

Visio is... oh well... it is crap.

Look at Smartdraw if you have money to spare.
