Small targeted email list & all offers say 'no email marketing'

I have an email list of about 400 subscribers that are very targeted. I'm not sure if they are quality leads, but I do know they are interested in a very specific niche.

I don't have a website in this niche, but I am a member of an affiliate network that has 4-5 offers in this niche. None of their offers allow email marketing. How do I market to this list? Do I have to design my own landing page and then re-send everyone to the offer? Should I send out an email to my subscribers with a link to one of my domains and iframe the offer?

I would send out an email to your subscribers w a link to one of the domains to begin with. If it's a success, then you can consider creating your own landing page.
