I can't recommend them yet, but eUKhost.com have an autoscaling cloud, which I'm about to move 3 VPSs onto because it looks as though the cost will be cheaper.
You can spec a max number of CPUs (24 cores) and up to 16GB of ram, and it'll only bill you for what you use.
As I say, I've not moved there yet, I've ran there cost predictor on my servers for 1 month and it appears they'll save me about 50% and obviously I can get more overhead when required.

Volumedrive has bad reviews at Webhosting Talk, specially with their horrible support.
Check Futurehosting. THey have some unmanaged stuffs and could be within your budget. TurnkeyInternet also has some good deals going on now. Maybe some hostgator coupons could also get you a VPS from them within budget.
