TrafficVance Referral with $ incentive!!!

I have made my app to TrafficeVance and they are waiting for my referral!

Can anyone help?

I am prepared to give $ incentive, I don't expect anyone to go out of they way for nothing!

Cause I know you guys are too busy making money.

Both said they are not allowed to refer affiliates?
