Kind of the wrong section for this post, but none the less I'll answer.
1)Knownhost - They don't have a Windows based VPS, but their price is fair and their reliability is awesome. I've been with them for four years and never experienced an outage that wasn't an upgrade.
2)JaguarPC - Have Windows based VPS. Never used em, but have always heard great things regarding them.
Billy bad ass machine for $65/month (they have cheaper). Shell access (I only use for setting up wild card sub domains), responsive staff, 2gb ram, stellar uptime, loose t&c, whm, cpanel ...
i can second that. ive used wiredtree in the past for their dedicated servers (jumped ship because my partner owns half a rack now) and so their vps hosting services should be no less.
