I had much better luck with LinktoLinktoBacklink.com, they claim to have a proprietary 3-tier process.

I've never used them. Why not look at the testimonials on their page (if there are any) or whether or not they have any customers who are willing to give feedback? (Of course they'll probably only give you happy customers.)
