What is a CPA publisher?

I've been seeing this term pop up again and again but I still can't find out what the role of the publisher is. Is it someone who has content sites with CPA offers? As you can see I'm clueless, I would appreciate if you guys could give me a better understanding.
 


Best to explain by example - if you signed up with Copeac and sent some leads to a teeth whitening offer, (either from your website or by running ads), you would be the publisher, copeac are the network, and the teeth whitening dues are the advertiser.

CPA stands for cost per action. a cpa publisher is someone who has content on the web that places links/ads on his or her site which delivers leads or sales to the CPA advertiser.

for example say trojan wanted to sell more condoms. so they contacted EWA Network and say we'll pay 6 dollars for each customer data form you give us. if the CPA publisher had a relevant property, he or she could put an ad on the site. if the sites users click on the ad and enter the info the CPA publisher gets paid for each action(customer entering form data) delivered.

basically a CPA publisher is a content owner that has ads on his/her site that instead of getting paid for clicks/impressions gets paid for actions set by the advertiser.
