What's the deal with safelists? Do they work?

I see a lot of paid and unpaid safelist programs out there. Do they work? Are there some better than others?

Which best describes:

a) none are worth any effort or money
b) some are amazing
c) some are ok to support a campaign, but not BE the campaign
d) depends on different factors

Any insight is appreciated.
