Which network runs the Free Election T-Shirt offer?

I saw the landing page in the wild but can't find out which network runs it. Would be a great match for my Obama website. Screenshot attached. Did anyone come across it?

OK, VC Media is out of question (USA/Canada only) and XY7 requires 3 forms to be filled in and faxed over. Will do my best but I have a feeling this is not gonna work out. Fax = problems.
 
VC Media is the main source and that's the network I'd go to for this offer. Their pretty strict on getting an account setup, but it's well worth it.

I'm in Europe and they won't let me to setup an account with them (USA/Canada only). I didn't push that much though, maybe they make exceptions?

I have one account with them but it's only for displaying banners etc. No CPA campaigns.

I have no interest in giving out a referral for compensation. In fact, VC Media doesn't even payout on referrals.

CJ doesn't have this? CJ is a ValueClick company.

CJ is a Valueclick company, but that doesn't mean they share deals. All of the divisions of VC all operate as separate entities. You're better off going through VC Media. Because if CJ had it, they'd still be taking their cut and you'd lose out on more money.
