Who offers CPM Pops?

Does anyone know a company that pays reasonable CPM for pop-up ads? I used to get $3 cpm, but now I can barely find a place that pays half that. I also need somewhere that provides code to either redirect to a landing page, or display the pop on the current page -not pop a new page. If I go with your suggestion Id be happy to pop whatever you want 10 or 20,000 times.

Adversal (aff link) pays pretty well for CPM pop-ups.

Casale, Advertising.com, Tribal Fusion, ValueClick Media all offer pops. They are all pretty hungry for inventory, so if you work it right you can probably negotiate a descent fixed-rate price.

There was also another network that would display the pop as a div overlay that floats in if the pop is blocked, sounds like something you are looking for. It might have been PrecisionClick but I can't remember. Anyway, talk with some of the networks above, you may be able to float the ad in yourself so long as you abide by their frequency capping.
