Does the whois address details of the owner effect a sites position in the serps when targeting specific regions?

I've done some googling and can't seem to find much information on the subject except for one guy who was located in Canada and he found when he changed his whois info to domainsbyproxy he dropped down in the organic results for Googles Canada site whilst his ranking stayed the same for Google.com

I was always thought Google used the server location (GeoTargetting) as part of its algorithm when determining the best results to give to a user.

Any advice?

yes absolutely. The local nation search is determined by three things. The address of the registrant in the whois, the tld (.ca .co.uk etc) and if any contact information is located on the page regarding an address such as Contact Us at 182 pine st. France (this one is more-so on msn than the others).

Also the physical location of the IP address of the server the site is hosted on.
