WTB Incent Offer Backend Script

I'm looking to buy a simple incent offer backend.

Features needed:

1. Track by User which offers have been filled out
2. Point system
3. Cloak links

Doesn't have to be fancy, just something that works for an initial test.

Would prefer a WP plugin for simplicity.
