Unless you have Adsense or other contextual click ads on your site, it sounds like they wrongfully declined you for doing ppc arbitrage.

Is there a way to do a mass resubmit? Or do I delete the campaign & reupload it again (easier option) ?

I've 1000s of keywords. It'd be a pain to go through every keyword to hit the resubmit button.
