The fee is so small, the residents should not have been given the option to opt out of an essential service in the first place. Just roll it into their taxes.
If they insist on giving them the option to opt out, they should have still put out the fire for a fee significantly higher than $75 and put a lien on the house until its paid.
The problem with standing there and doing nothing is what if a resident HAD indeed paid and there was a simple mix up in paperwork? Letting the house burn is risky business as it can't be reversed.
Also, what about the animals that died in the fire? I guess they should have to suffer for their decisions their owners made too.
