Site Indexed + Nowhere In Ranking = Penalty?

So I have a new exact match site which I started on the beginning of January. It started on page 3 then 2, climbed up to 1st page then disappeared. Site is still indexed and new pages are being indexed every few days but exact match home page is nowhere in ranking. Some long tail site's pages are still in ranking. Is it a penalty?

I know site is new so no panic, but the same thing happened to my other site few days ago. Same thing - home page disappeared from ranking, some longtails are still there. But this site is almost 1 year old, has mostly unique content.

Does it look like a penalty? Second site was ranking between 4-7 spot for few months now and died suddenly (algo change?)

What sites have in common? They both sell Amazon shit. They are both built from scratch (hand coded). They have aff links hidden (no followed + robots). Low number of internal and external links. They both hontlinking to product images on Amazon.

Differences? Site 1 has product pages ripped off Amazon, site 2 has it rewritten. Site 2 has h1 and title matching the keyword, site 1 has title and h1 just containing keyword.

Now if that's a penalty any advice how to proceed? (more links, more content, both?)

If that's something else, any ideas what it can be?

I do a little serp dance every time it happens but I'm not really sure what I am doing has any impact.

It doesn't look like dancing for me. Not this time. Somehow (so far?) only my exact matches are affected. Weird.
 
Anything mentioned in Google Webmaster Central if you are using it? Penalties are usually highlighted there (if there are any).

Anyway I have exact match sites like yours that don't rank too. I usually build more links to them and keep doing so... after a couple of months they come back and rank well.

Considering the competition I have for my exact match I should rank in no time. However, there was some amazon scraped content on my sites and both were affected similar way after algo change (or is this just my imagination?).
 
almost definitely not a penalty. Build some good links. too soon to panic, especially if other pages are still indexed.

It's not a possible penalty worries me, rather my lack of knowledge. Will build more links and then will see.
 
if you are the first one in search for the text from your website, then you don't have penalty. But I might be mistaken
 
Try to search for text content from you main page in google. If your main page will be on top for this search then you simply need some high quality backlinks.
