I have to ask the same thing

I want to promote my newsite any way to do 1 url with 3 keywords or just 2 keywords ?

Yeah, we could finish everything within 5 days if we skip the multi-pass link posting for profiles and ELGG posts. But if we do that, it's going to cause a good number of links to disappear within few weeks and Google or any other search engine wouldn't like to see that's happening.

I've answered your questions below :

1. Promo : at the moment only available for bulk orders

2. Number of keywords and URLs to use

There's no specific rule here. If you give 10 URLs and Keywords, we will add spin variations and include everything. If you give 1 URL and 1 keyword, we will have only one link in all the submissions.

We usually ask for 3 keywords and URLs so that the whole effort won't go diluted among a large number of keywords. But if you're trying to build a really diverse and natural link profile for your sites, you can provide any number of keywords and URLs.

3. Using inner URLs :

It's perfectly fine and the best way to use this package is to use it among your home page and couple of inner URLs targeting long tails.

4. Promoting brand new sites :

This is a really good package if your site is brand new. Most of the links are drip-fed and and are surrounded by relevant text. And you are building a nice diverse link portfolio before moving forward with any heavy weight link building stuffs.
