What Is The Deal With Siri?

Got my 4S the other day and Siri only works about 20% of the time. I constantly get the message that she can't respond to questions right now.

Is it always like this?

Switched from iPhone to Samsung Android a while back but I've played with Siri on a couple of friends' phones.

Laggy, crappy nonsense, IMO. The only thing worse is an Android developer's recent offering: Evi.

Evi is at alpha stage, at best. Siri should maybe be in Beta, but definitely not rolled out.
