No, this is a new page and will have a PR of N/A to begin with. Again, overtime, these pages can get PR. These are permanent pages that are created.

The writer went above and beyond what was needed. They gave me my link, but then went on to write a couple of paragraphs about my brand in a very positive manner. I'm going to now rank this page for my brand name for some positive reputation management.
Bonus:
I also got to check out site #4 from above, which is a great deal to grab it now if you can. The "PR predictor" estimates that this site will be a PR5 after the next update. Of course this is just an estimation, but it lets you see that this site is constantly improving and only accepts high quality. It has a ton of links flowing through it.
