I'm not a SEO guy, but afaik you need unique high quality content for SEO, right?
So this just crossed my mind:
You could buy some old printed content and then digitise it.
E.g. some old books or some old magazines that had Q&A sections.
I can imagine that there are tons of books that were commercial failures but that have unique high quality content.
Probably that doesn't work for every niche, but for some it might be better than hiring writers who will copy/paste wikipedia articles
