How Does Google Filter who Can Advertise on Resitricted Keywords?

Ok. So I know certain words are filtered to shit by Google.
But today I searched for "bongs" while doing some SEO research(it's true, I promise haha) and noticed someone got an adwords ad up.

The Truth About Marijuana:
Get the Facts Before You Risk It.
freevibe.com"
Obviously an anti-maryjane website. What does it honestly take to get an ad up for one of these restricted keywords? How intense is the review?

And on a related note, anyone know a reputable person who sells disposable adwords accounts that I could use for testing(with a refillable VCC)? I don't really want this jazz tied to my main one...

So is that the only reason they got approved? or can private groups get that standing?
Or better yet, is it just a manual review that decides if your subject matter is allowed?

It's a similar reason why Circuit City gets to bid on 'Circuit City'.

However, a keyword like 'bong' isn't copyrighted, so you can email Google and negotiate with them. I was able to get a couple keywords in the past that were restricted through a few simple emails.

Oh ok. So it's that manual of a process. Won't work for what I was thinking, but thanks a lot for the reply. Back to the drawing board.
