GPT, do advertisers actually make money on that traffic some how? I have a friend who ran one of those make money with ebay type offers. We tested incent traffic to it shortly and man 100 conversions of which 98 canceled.

Yeah, the user won't actually make any money unless he cancels whatever service he signed up for. That's how you get a shitty customer who never wanted the service in the first place and that's why most advertisers with the high paying offers left this business model.
