The purchase runs 4 pages...ie..the user has to go through 4 pages of form filling to complete the purchase.

4 pages of form filling?! What kind of form is that long?

Is it not 3 pages of other offers presented to the user which the affiliate will not be credited for, except the offer presented on the 4th page, if the user purchases?

I'd say debt, credit card or dating forms to name a few. They may want to break it down into four pages to do fraud checks inbetween and even just to gather free leads since they only pay after a sale. If you're sending targeted traffic then there is potential to convert but I'd say 4 pages is a bit too long.
 
2-3 pages is optimal. A 4+ pager means they are trying to collect free leads first and have a long list of fields on the last page that disqualifies most of them and they know that.
 
To be fair some of them are gimmicky submits where it's split up in the interest of positive reinforcement, not 90 field forms they can't fit on one page.

I agree, there was a wu-yi offer last year that was 4 pages I think, still converted well.

Agreed. Either that or they are just stupid and have a shitty conversion funnel on their site.

The instances in which a 4-page submit would be beneficial are few and far between.

If you are seriously interested in continuing with the program, it might be worth contacting the merchant to inquire about it and ask if there is a single page form available somewhere so you can do more presell on your own site and then link them to the full form for final conversion.
