2 Tier Percentage with Share-a-sale?

Hi folks,
I am a total newbie and I am setting up an affiliate program with share-a-sale and I wanted to get folks opinions regarding 2 tier percentages. Would a 1st tier payout of 25% and a second tier payout of 25% be something that is attractive to affiliate marketers?

highly depends on the product, cost, etc. 25% of a sale of a piece of electronics might be amazing, 25% of the back end revenue of a closed loan modification has me LOLing all the way down the street.

I suppose that what I am really asking is whether affiliate marketers care about 2nd tier or not. Would offering 50% for 1 tier be more attractive than 25% for both 1st and 2nd?
