How do you judge an adnetwork quality?
Try to get a Publisher account with a network, if you get the account and if it's easy to start with, think twice before you get an advertising account with them
. I always do this before getting an advertising account with any of the networks.
Once I had the same with 7search, applied for a publisher account, got it, and then I realized that they won't entertain you to do arbitrage at any cost. The sign was a good one, and though it's speculative, I started an advertise account with them. Result was nothing but an increased ROI. I bet none of them will get disappointed with having an advertisement account with them. Initially I used 7search for my affiliate programs, but later on I tried to use it for my arbitrage stuff. Trust me, they have RON traffic which is damn good, and in a month my CF score raised from 6 to 10. 6 to 10 mates...you won't get it anywhere else, I'm afraid.

2. Customer support (I bet you won't experience this elsewhere)
3. Better ROI
4. Great RON traffic (but you should be smart enough to get a RON account)
Disadvantages:
1. They produce traffic only from English speaking countries
2. For some vertical quantity is very low
