I have clicks. Not quite to the tune of 30,000 though unfortunately.Are you seeing actual clicks from your stats or just in the pof panel?
The Frequency Cap limitation just disappears after updating.
Same issues here with ad denial for use of "celebrity images" when everything is stock photo with model release.

The system is pretty much a HUGE failure. Not near what it needs to be for public use.

I've ran this on MyAds and Facebook and NEVER had an ad denied, I'm running the exact same images on MS. Seriously, getting approved on MyAds is easier, that means you have a problem. The whole point of self-serve advertising is to get smaller publishers on board, and to make it easy to get campaigns up and running. Apparently it's easier to get a media buy setup with you than use your self-serve system, wtf.
I want my deposit back, if I'm going to have to put up with bullshit like this I might as well run it on a website that gets some volume!
My ads have no celebrity images, no rebill, no shady mobile offer, etc.. Totally legit.
Also: It might help to have your advertising guidelines up!
