Does Adwords ban by IP?

So I got banned from Adwords a couple months ago because I'm retarded and tried to push rebills.

I want to get another account so I can not be a retard and try to push rebills. As long as the personal info and CC# are different, is that enough? Or do they ban your IP?

Don't forget saved cookies and sessions in your browser as well as all personal information and IP address. Another thing if you use their desktop app they link that as well.
