Looking for EXPERT Wordpress coder

I'm lookin for EXPERT Wordpress that take my design and convert it into Wordpress CMS.
I've the site that is done in HTML/CSS but i want all the pages to be converted into Wordpress CMS and fully manage the content/pic via Wordpress CMS

The site has to be W3C Validated with cross browser compatibility with zero error validation.
