Here's what we can do. We do not provide articles/spun content in other languages, but we've done it for clients. We can put in the keywords in dutch (along with anchors). This way, the required links are going to be promoted with your dutch keywords

Well to be frank, that method is not as successful now as it was sometime back. We usually have arbitrary linking but yes, you can have the regular link wheel also.

And yes, we submit the articles to article directories.

I ordred package 2 for a foreign site aswell. And I have the same story to tell as bosserik Increased ranking of almost all keywords. My main keyword went from 19 to 4. Very nice and fast service.
