I second the opinion that you need more clicks and conversions to make a decision. Start scaling it slowly and see if your 1 in 70 ratio gets better or worse. 19% ROI isn't bad, but there is always room to tweak it.

You might find that your conversions all happen at a certain time of day (like just after 6 when people come home), or during the day when they are surfing the web at work, or at midnight when the sobbing of being lonely starts, etc...

After you get more clicks you can start to narrow that stuff down and turn that into a profitable campaign period.

1 conversion doesn't tell you anything.
